Under the BSF programme, 100 schools were due to be open by the end of 2007. However, with delays across the board the first BSF school is due to open in September 2007. This report examines three key areas of the programme; the effectiveness of the planning and procurement process, whether sustainability has a high enough profile, and whether educational transformation lies at the heart of the process. Also questions whether BSF is the best way to spend £45bn on education.
