| Summary, etc. | Sets out Natural England's policy position on flooding in the light of major flooding events during summer 2007. Considers the positions of major bodies such as the Environment Agency and DEFRA. Argues that multi-objective schemes at the level of catchments, estuaries and coastal cells should be implemented to a greater degree by the Environment Agency. Such schemes should be designed to work with natural processes rather than seeking to inhibit them. Supports the government strategy. Argues that the shoreline management policy requires greater effort. River restoration, floodplain storage and re-alignment of defences are also seen as key to flood prevention. |
