Summary, etc. Investigates whether concerns over the PFI tendering process are starting to be addressed. Also highlights the initial experiences of a small number of PFI projects that conducted value testing up to summer 2006. Reveals that there has been no improvement in tendering times, risks to value for money are being taken with one third of public sector teams making changes to PFI projects after selecting a single bidder, and there is a significant lack of skills and experience in public sector PFI teams. Also shows that benchmarking and market testing have increased prices by up to 14% and that since 2004 the proportion of deals attracting only two bidders has more than doubled, increasing the risk of no competiton.
