The responses were based around the four main areas explored in the consultation: targets, supporting framework, reporting and scrutiny framework and supporting measures. Common themes from the responses included the serious and complex nature of climate change, the need for early action, the need for research and regular monitoring and reporting, and the need for clear direction and leadership.
