Suggests that in case of failure of the industry to deliver an effective solution, the Office of Fair Trading recommends a statutory redress scheme. Encourages the Government and the Welsh Assembly to support small building companies and self-builders to reach the level required by the Code for Sustainable Homes by helping them to access available solutions.
