Summary, etc. Presents the Communities and Local Government Committee's views on proposed Government changes to town centre planning policy, particularly the removal of the 'need test' and the introduction of a new "impact assessment framework". The Barker review of land-use planning encouraged the removal of the 'need test', a requirement for the applicant to demonstrate the need for further development which is not being met by existing facilities in a particular area. Suggests that its removal would create important risk to town centres. Recommends a close monitoring of the effects of the changes.
