| Summary, etc. | A paper presented at the COBRA Conference in New Delhi on 10-12 September 2013. Focuses on the use of a successful Public Private Partnerships (PPP), which has provided a Midwest university a means to construct a much needed residence facility on a fast track schedule without state funding. Residence facilities are viewed as good investments from private sources since they are sources that generate revenues. Many of the requests for proposals (RFP) are soliciting private investors to develop and manage residential facilities for the universities. Management of the facilities by the investors reduces the operating cost for the university. Students benefit from the PPP model because the development team addresses the specific needs of the population to increase their investment potential. |
