Summary, etc. Commemorative brochure handed out at the memorial service for John 'Louis' Armstrong held at St Margaret's Westmister on 1 July 2015. John 'Louis' Armstrong, former Admiral, was appointed as the RICS Chief Executive in 1998 and launched 'The Agenda for Change'. He relentlessly worked to bring around the change of the perception of the RICS from UK based and dying to internationally recognised brand with global influence. His role as CEO over 12 years ensured that the RICS members are recognised as having the highest educational and professional standards and working within a strong code of ethics. He was awarded Commander of the Order of the British Empire (CBE) in 2004.
