The guidelines have four main purposes, to assist the quantity surveyor (QS) in understanding and implementing the rules of measurement in NRM 2; to encourage good practice in the measurement of building works; to give guidance on the communication of information relative to quantities of finished work where their value is modified by position, complexity, simplicity, repetition, eccentric distribution or other cost significant factors; to give a brief explanation of a number of novel features introduced into NRM 2; why they have been included and how they came about.
