Summary, etc. The establishment of a national database of stolen art is a step closer following criticisms from the parliamentary committee of MPs which originally asked the government to set it up. Detailed proposals for a pilot scheme have been submitted by ministers. Civil service red tape, lack of political will and a reluctance by law enforcement agencies to sanction the involvement of commercial organisations in running the database, have been blamed for obstructing it in the past.
