Summary, etc. Research assessing the operation and effectiveness of planning guidance on opencast coal has concluded that the Scottish National Planning Policy Guideline 16 (NPPG 16) has provided a solid framework of guidance for planning authorities and that the overall level of opencast coal production in Scotland has not been affected by the introduction of NPPG 16. The Scottish Executive will review and update aspects of its opencast policy in light of the research's recommendations.
