Summary, etc. ODPM has launched its consultation report on guidelines for setting up business improvement districts. They aim to encourage local businesses and authorities to work together in developing schemes to improve the local business environment. Local businesses will pay an extra levy, agreed by a ballot, on their business rates to fund the scheme. Responses should be in by 14 May 2004.
