An appeal court ruling has given gypsies the right to set up their homes on public land if councils have not provided official sites. The judgment on First SOS and others v Chichester DC was based on European human rights rules and states that such settlements must be respected even if they are in breach of planning law. The defendants had sought to overturn a High Court ruling evicting them from their unofficial site in Chichester, West Sussex.
