Summary, etc. Government has shelved plans for council tenants' rents to rise to the levels charged by housing associations. It will delay changes until April 2006 instead of spring 2005. Two of the pain proposals in the review were that councils and associations should both use the formula currently used by associations and landlords would be able to charge more for larger homes. Reasons for the delay are fears that a piecemeal implementation of the changes would cause greater confusion.
