Its challenge is to support sustainable communities - by having a high quality environment, fair access to local services, and tackling rural social exclusion. More affordable homes are needed in order to allow rural children to be able to afford to live in towns and villages where they were brought up. Included in the plan is the rural exceptions policy which will allows councils to give planning permission to much needed affordable homes in rural areas.
