Summary, etc. Examines changes in the direction of policies for rural conservation and development in Britain. A new balance is being sought through adjustments to the way conservation policy is implemented and executed. Traditional public sector development agencies now have conservation functions and the voluntary conservation movement is being encouraged to enter into partnership with public conservation bodies. Implications of these changes are considered in relation to three issues : availability of conservation skills; accountability of the system;and problems of policy co-ordination. The need to develop training in conservation practice and to apply management techniques to the performance and organisation of the enlarged conservation sector is identified.
