Summary, etc. In R v Islington LBC ex parte Building Employers Confederation , QBD 15 March 1989, it was held that a local authority which adopted standard contract clauses requiring building contractors to comply with legislation on sex discrimination and health and safety at work would be infringing the requirement in Local Government Act 1988 s17 that it could exercise its function without reference to non-commercial considerations.
