| Summary, etc. | The article argues the case for building new settlements to satisfy the substantial demand for additional housing which is unlikely, it claims, to be fully met by infilling and peripheral development. At worst a new town will absorb the population pressure on an area and diminish the need for expanding existing sites, whilst at best, it can contribute to the creation of a planned, attractive environment for future generations.
