The development of legislation, government advice, local initiatives and public pressure are described. The tension between local initiatives for greater control, and central government`s preference for design freedom for developers, is identified and the origins of the architectural profession`s antipathy to control are explained. The position of aesthetic control in the post-war planning system is examined and the immediate modifications made to its practice are analysed and related to current controversies.
