Use of the land for agriculture did not need planning permission as it did not constitute development under Town and Country Planning Act 1990. Under the General Development Order P could erect an agricultural building under sch 2 part 6 Class A, but this was excluded as the building would be within 25m of a classified road. P appealed against the decision. Appeal dismissed.
