The report is expected to make around 100 recommendations including: the abolition of reduction of VAT on conversions of offices and other buildings into homes; new financial arrangements to make public investment work harder in urban regeneration; tax changes to alter the balance of favour of brownfield instead of green field development; and tax changes to make it easier to reclaim contaminated land.
