Summary, etc. The EU Commission has put forward two proposals for directives on the free movement of services in the internal market. The first proposal gives the right of businesses in the EU to provide services in another member state using non-EU staff. The second covers self-employed workers from non-EU countries who are based in the EU. The proposals main provision provides for the introduction of EU 'service provision cards' allowing foreign nationals freedom to work abroad.
