In 1993 premises were altered to provide an electricity generating plant. Most of this electricity was then sold. VO reflected changes by amending the two previous entries in the rating list. C contended two entries should be merged and combined value reduced by applying formula in the Electricity Generators (Rateable Values) Order 1989. LT allowed C's appeal. CA allowed VO's appeal. "Held" ratepayer's appeal dismissed.
