The model works on the simple premise that vacant local authority housing is advertised in free newspapers rather than people going on a waiting list. In Holland, this system reduced the waiting list by two thirds as it showed that many people on the waiting list no longer wanted a property. It also allowed applicants more choice in the home they were allocated.
