Examines the impact of the new PPG3 on housing development, and suggests that the updated policy guidance has not brought about a watershed, as many ascertain. Highlights the emphasis in PPG3 as: prioritising brownfield development via a sequential approach with frequent monitoring and review periods; concentrating on design, accessibility and density; enhancing sustainability in use of land, reducing car reliance and incorporating quality and attractiveness. Expands on each of these themes, and looks at the urban design better practice guide "By Design", which provides guidance for architects. Concludes that PPG3 will be most effective where well-informed parties with design expertise acknowledge the way forward for housing is by designing for quality to make the best use of all available land. |
