Westminster plans to resolve the leisure use saturation of central London by limiting opening hours and encouraging the export of bars and restaurants to neighbouring boroughs. Westminster also plans to use a split-licensing scheme, setting operating conditions to the premises to take in local requirements and allowing flexible, even 24 hour, opening times. As more mixed-use schemes go ahead and add to the pressures of urban planning, Westminster's UDP aims to retain the balance between the competing demands of leisure operators and local residents. |
