Westminster also plans to use a split-licensing scheme, setting operating conditions to the premises to take in local requirements and allowing flexible, even 24 hour, opening times. As more mixed-use schemes go ahead and add to the pressures of urban planning, Westminster's UDP aims to retain the balance between the competing demands of leisure operators and local residents.
