Summary, etc. [TAKEN FROM JOURNAL HEADNOTE] The outbreak of foot and mouth disease has exposed serious failings by MAFF to integrate environmental considerations into its policies. Breaching long established government policy, MAFF failed to assess in advance the public health implications of burning carcasses on pyres - and an official risk assessment published two months after the outbreak showed that large pyres pose serious health risks. Mass burial of animals has caused some water pollution incidents and a host of long-term liabilities - while options higher up the waste hierachy scarcely come into play for two months.
