| Summary, etc. | Examines the US system of business improvement districts (BIDs) which were first considered as a means of urban renewal by the Urban Task Force in 1999. Five areas in London are set to become pilot BIDs. The idea of a BID is an urban area that receives special tax status in order to pay for regeneration of the local business environment. The main problem of implementation is funding. Most of the BIDs in North America use an additional property tax levied on landlowners, but there has been a mainly negative response to this idea from business organisations in the UK. Article outlines and addresses the problems of an alternative form of property tax, which splits the value of properties into two elements: land and buildings. |
