Summary, etc. The Environmental Services Association (ESA) is concerned about delays in implementing the Landfill Directive and the lack of technical guidance for landfill operators. DEFRA issued draft regulations for consultation on 9 August 2001, missing the deadline of 16 July 2001. An ESA report, "Implementation of Council Directive 1999/31/EC on the landfill of waste: fact or fiction" is available at http://www.esauk.org.
