Summary, etc. The Institution of Civil Engineers (ICE) has presented an independent report on flooding to Elliot Morley, Minister for Flood Management. "Learning to live with rivers" considers existing flood defence methods and calls for more capital investment, better analysis of flood probability, improved flood resistance of new buildings, one flood protection programme, and one executive agency to deliver a 'one-stop-shop' service to the public.
