Focuses on the considerable contribution of off-highway plant and equipment to this accident record and in particular on operator fault as the main factor. Training programmes have been attempted but there are no mandatory training and certification requirements in respect of this category of plant and equipment. Proposes the development of a psychometric test for assessing the health and safety aptitude of construction plant operatives which would allow the selection of optimum new candidates for training.
