In R v West Glamorgan CC ex parte Morris and another , QBD 7 May 1991, it was held that the council had provided gypsy sites in accordance with the SoS`s direction and within the published criteria of the relevant Welsh Office circular therefore planning permission could not be quashed on the grounds that it was not mentioned in the local plan. |
