The first stage was introduced on 1 November 1998 when big business and public sector bodies were affected by an 8% late payment chart. From 7 August 2002, this now applies to any size business to allow them to claim penalty interest from any slow payer. Argues that there is a need to clarify the possible ways forward when the late payer attempts to avoid paying interest.
