The Inland Revenue releases a consultation document aimed at revamping the CIS tax scheme as it admits the system is too easy to defraud. Inland Revenue chiefs also pledged to speak to a greater number of small firms as part of its review after the organisation was accused of ignoring small contractors in favour of larger firms.
