Summary, etc. The Scottish Parliament passed the Building (Scotland) Bill on 20 February 2003 to provide a modernised building standards system. It is designed to improve safety provision, increase powers of inspection, reduce red tape and delays, improve house buying and help raise standards. The new act will come into force in April 2005.
