| Summary, etc. | Discusses the findings of a University of Leeds study into planning practice among Scottish planning authorities following the publication of "National Planning Policy Guideline 7: planning and flooding" (NPPG7) in 1995. Outlines the key features of NPPG7 including its precautionary principle in relation to planning and flooding (para 19) and the role of the Scottish Environment Protection Agency (SEPA). The study was based on the results of a questionnaire survey sent to all 32 local authorities in Scotland asking for feedback on the incorporation of flood risk into the planning process. Presents the findings of the study, in particular looking at the designation of flood risk areas, the incorporation of flood risk into local and structure plans, the advice provided by SEPA, and the formation of Flood Appraisal Groups (FAGs). Concludes that NPPG7 has fundamentally changed planning practice in Scotland but identifies a number of key issues for the future. |
