| Summary, etc. | Travel plans are mechanisms for managing access to a specific site or development which focus on promoting access by sustainable modes of travel such as public transport, cycling and walking. Typically they aim to reduce car usage, traffic congestion and air pollution and can contribute to road safety and healthier lifestyles. Recent research shows that effective travel plans can bring benefits to both existing communities and to new or expanding developments and they are increasingly being required by local planning authorites. Article examines the concept of the travel plan, its proper place in the planning process, a number of conceptual problems in using regulatory mechanisms to achieve travel plans and how these can be overcome. It draws on the ODPM and DfT report "Using the planning process to secure travel plans: best practice guide" (2002) which is available from www.local-transport.dft.gov.uk/ [Taken partly form journal headnote]. |
