Summarises key issues from the relevant literature, sets out the scale of need for rural affordable housing and the scale of delivery in both countries. Advances the hypothesis that Scotland, although a more rural country, has made less use of planning policy to tackle the need for rural social housing. Sees in both countries the environmental sustainability objective of planning policy as a major reason for the scale of provision lagging behind perceived need.
