Summary, etc. The first pilot for a scheme developed by the Highways Agency in order to cut costs and speed planning applications is to go ahead in Sheffield. Sheffield City Council is to use Early Contractor Involvement (ECI) on its £60m Sheffield Inner Relief Road. The council will be able to terminate the contract at the end of phase one should there be disagreement over what is an acceptable target cost.
