Summary, etc. EU farm ministers have finally agreed on the much disputed formula for reforming the Common Agricultural Policy (CAP). In a statement to the House of Commons Secretary of State Margaret Beckett assured MPs the agreement proposals would deliver 'real change' to European farming. The most important element in the package is the new Single Farm Payment which can be used to replace the various existing direct payment schemes.
