Summary, etc. A scheme is proposed by the government to adopt a national emissions reduction plan. This is underpinned by an emissions trading scheme to implement the revised large combustion plant Directive (01/80/EC). A consultation document was issued at the end of June by DEFRA which covers England, Wales and Northern Ireland.
