Looks at the two definitions of overcrowding set out in the Housing Act 1985 Part X, the room standard and the space standard and describes the permitted exceptions. Discusses the somewhat different rules regarding overcrowding in houses in multiple occupation and outlines the powers of prosecution for overcrowding available to local authorities. Evaluates critically the measures proposed in the new Bill introduced in January 2003.
