The research suggests that gluts of outstanding planning permissions such as in Hull and Newcastle are exceptions rather than the rule and the overall backlog of unused consents stands at a healthy level. However the higher level of unimplemented brownfield (60%) than greenfield consents (40%), underlines the difficulty of turning consents into homes. Stresses that the systems in place for monitoring the take-up of consents are inadequate. Table covering estimates of outstanding planning permissions.
