Summary, etc. Provides an overview of the Household Waste Recycling Act 2003 which received Royal Assent on 30 October 2003. Explains the background to the Act which came into force on 30 December 2003 and traces its progress as a Bill through the Houses of Parliament. Section 1 inserts a new s45A into the Environmental Protection Act 1990 regarding separate collections of recyclable waste. Section 2 inserts a new s45B into the 1990 Act allowing the Welsh Assembly to apply s45A in Wales if desired. Section 3 inserts a new s47A into the 1990 Act imposing a duty on the SoS to lay before each House of Parliament a report measuring how each English waste authority is meeting its recycling and composting requirements.
