Summary, etc. "The end of imbalance" focuses on the restrictions on the landlord's right to re-enter and forfeit a residential lease, which will come into force from 28 February 2005 through the Commonhold and Leasehold Reform Act 2002 (Commencement No 5 and Savings and Transitional Provision) Order 2004 SI 2004: 3056. Outlines the changes in respect of small amounts and short periods, the need to establish the breach and non-payment of service and other charges. Points out that these forfeiture restrictions apply currently only to residential leases but may soon apply to leases generally if the Law Commission's proposals in its consultation paper "Termination of tenancies for tenant default" available at www.lawcom.gov.uk are adopted. "Leasehold reforms" examines the further batch of leasehold reforms coming into force through SI 2004: 3056: major new restrictions on forfeiture of leases and provisions dealing with ground rents, house insurance and valuation for collective enfranchisement claims.
