Discusses the practicalities of implementing LDOs, their potential inflexibility and the difficulties of monitoring compliance. Sees LDOs, if used properly, as being helpful to the development industry particularly on complex schemes and to LPAs seeking to approve negatively perceived infrastructure projects such as waste facilities.
