Summary, etc. Evidence is emerging in the UK housing market of consumer demand for low energy housing but little has been built to date by private sector house builders and existing low energy housing is largely within the social housing and self-build sectors. Introduces ideas from science and technology studies (STS) to help understand why the housing market is slow to respond to changing consumer preferences. Examines STS concepts and provides a theoretical approach to consumer demand for low energy housing and producers' decision-making about low energy housing. Concludes that greater attention to socio-technical issues highlights some of the reasons why innovation and change are difficult to effect. Table covers low energy housing in the East Midlands and a figure displays initiators of UK low energy housing developments by housing sector. References.
