Planning has evolved from having a simple regulatory role to being an increasingly complex system and the changes have not always improved the system. Asks whether the planning system can meet the major challenges such as the provision of sufficient new housing in the right places and at the right time. Suggests that the judgment is not encouraging in "Ensign Group Ltd v First Secretary of State", ([2006] EWHC 255 (Admin), L133424) where part of a sub-regional strategy was quashed as a result of the SoS conceding that he had misunderstood the panel's recommendation. Concludes that the jury is still out on whether the Planning and Compulsory Purchase Act 2004 reforms will be successful.
