Consultants argue that contractors lack the necessary skills to co-ordinate design and construction on complex projects, and are concerned that designers are becoming little more than technicians. Tensions normally occur when contractors engineer projects down, so that designers repeat work for which they are not paid. To minimise risk, contractors also often try to impose onerous contractual terms on consultants.
