Summary, etc. Lands Tribunal LRX/90/2006, 16 July 2007. The appellant authority (I) appealed against a ruling that it had failed to provide sufficient information to the respondent tenant (A) regarding the estimates of different companies when performing repairs upon her flat. A was the leaseholder of a flat in a block managed by I. I proposed to carry out cyclical maintenance and repairs upon all the flats in A's block and some other blocks. Several estimates were obtained, but the breakdown in price as to the tenant's block, and therefore the share of the cost she would pay, was only given in respect of the company awarded the contract. It had been ruled that this did not fulfil I's obligation to provide a full breakdown of costs. "Held": It was incumbent upon I to provide full details of all estimates for the proposed works. That this was administratively inconvenient did not alter the fact. Full detail was to be given in respect of all estimates, rather than just the lowest or that which won the contract. Although A had sufficient time to budget for payment, this did not alter the facts of the case. Appeal dismissed.
